Single Player max spell level

I'm playing the single player and I have a MoM spell, but I'm already at level 3. I know it's possible to have a level 5 MoM, but I don't want to cheat and get all the spells. Is there a value somewhere in a configuration file that I can change so that I can up the max spell level to 4?
